Blame it on terrorists. Deny everything, and try to cover it up. Explain the situation to the people truthfully. Have a barbecue. Let them burn. Manipulate the facts to cast things in a positive light.

Criminal. Environmental. Monetary. None. Sexual. Weapons.

Ask Jesus what to do. Bomb them. Negotiate their surrender. Offer them peace. Stall while you spy on them, and plot to destroy them without taking the blame. Use it as an excuse to rob their country of valuable resources.
