No The FBI is totally off the mark here. It's an encyclopedia article! If it was a paper/hardbound encyclopedia, there would be no issue. There never has been an issue. The FBI is possibly confusing Wikileaks with Wikipedia.

Yes I think the FBI is correct. No encyclopedia article should contain an image containing an insignia, badge, or recognizable icon pertaining to federal offices.
